Circular No. IAR-C08-2024-EN
Call for the XI Interamerican Scout Summit 2024
1. Background and Context
The purpose of the Interamerican Scout Summit is to hold an intermediate meeting between the Interamerican Scout Conferences and jointly review the progress of the regional strategy and begin preparing our next regional plan. This is possible thanks to the collaboration of the National Scout Organization (NSO) representatives who will be there.
In the same way as on previous occasions, a participatory process has been designed for the formulation of the Regional Plan 2025-2028, which will allow the participation of adults and young adults who are part of the NSOs of the Region, seeking an alignment between the Global Strategy 2024-2027 and the current needs of the NSOs. The XI Interamerican Scout Summit is one of the milestones in this planning process. It will allow us to consolidate the final elements of the new Regional Plan's formulation and achieve the NSOs' commitment to its objectives.
2. Objectives
The objectives of the XI Interamerican Scout Summit are the following:
- Bring together the national representatives of the NSOs to share the progress of the current Regional Plan.
- Formulate the key performance indicators, in a draft version, for the objectives of the Regional Plan 2025-2028.
- Define the commitments of NSOs to the objectives of the Regional Plan 2025-2028.
3. Participants
To contribute adequately to the achievement of the objectives of the Summit, it is proposed that the delegation of each NSO be made up of:
- The Chairperson of the Council, Board or National Committee, as the representative of the NSO.
- The National Chief Scout, Executive Director, or General Commissioner, because of the leadership tasks usually assigned to them.
- The International Commissioner, due to their international relations duties.
- Young Scouts or leaders between the ages of 18 and 26 inclusive.
The Interamerican Scout Committee recommends that delegations balance generations, genders, and people who fulfill responsibilities in the governance and operation of the NSO. If the suggested persons cannot be part of the delegation, it is requested that the representatives of the NSO have sufficient knowledge and understanding of their national strategic plans and can make national commitments concerning the fulfillment of the objectives of the Regional Plan.
Each National Scout Organization may register up to 8 participants in its delegation to the XI Interamerican Scout Summit.
