Call for Constitutional Amendment Proposals
Article XI.2 of the Constitution of the Africa Scout Region stipulates that the “Constitution may be amended by the Africa Scout Conference at any of its meetings by a two-thirds majority of the votes cast. Texts of proposed amendments shall be communicated by the Africa Regional Office to all Member Organizations in the Africa Region, and members of the Africa Scout Committee, at least three months before the time of the meeting of the Africa Scout Conference. Amendments so carried by the Africa Scout Conference shall become effective upon approval by the World Scout Committee”. To this end, we are hereby calling for NSOs wishing to propose Constitutional amendments to submit their proposals by 31st May 2025 to enable the review and circulation by the constitutional deadline of 18th June 2025 (three months before the Conference).
Call for Resolution Proposals requiring two-thirds majority vote and/or affecting WOSM policies
Rule 6.2.b of the Rules of Procedure of the 19th Africa Scout Conference states: “Member Organizations desiring to submit a proposal requiring a two-thirds majority vote at the Conference should submit the proposal to the Africa Regional Office not less than four (4) months before the opening date of the Conference. These will be circulated to Member Organizations not less than three (3) months prior to the opening date of the Conference”. To this end, we are hereby calling for NSOs wishing to propose Resolutions requiring two-thirds majority vote or affecting WOSM policies to also submit their proposals by 31st May 2025 to enable the review and circulation by the deadline of 18th June 2025 (three months before the Conference).
Call for Resolution Proposals not requiring two-thirds majority vote
Rule 6.2.c of the Rules of Procedure of the 19th Africa Scout Conference states: “Member Organizations may submit Draft Resolutions not requiring a two-thirds majority for consideration by the Conference by sending them to the Africa Regional Office not less than two (2) months prior to the opening date of the Conference. No Proposed Draft Resolutions will be accepted during Conference proceedings”. To this end, we are hereby calling for NSOs wishing to propose Resolutions not requiring two-thirds majority vote or not affecting WOSM policies to submit their proposals by 18th of July 2025 to enable the review and circulation by the deadline of 18th August 2025 (one month before the Conference).
