RE: Referendum on the Rules of Procedure of the 19th Africa Scout Conference
Resolution 19-2018 on Changes to the Constitution of the Africa Scout Region adopted separation of the Rules of Procedure for the Africa Scout Conference from the rest of the constitution. It further recommended that the Rules of Procedure for the Africa Scout Conference as adopted be regularly updated to reflect the evolving realities of Scouting and the Africa Scout Region, subject to a two-month notice to NSOs and a simple majority vote at the corresponding conference for the proposed change/amendment to take effect.
It is in this respect that we share with you the proposed Rules of Procedure for the 19th Africa Scout Conference for your perusal and endorsement or otherwise. Whereas resolution 19-2018 speaks of adoption at the corresponding Conference, there are statutory deadlines that need to be met before the Conference. Hence, we seek earlier adoption of the Rules of Procedures to ensure that they are aligned to the provisions of the Constitution.
Kindly use the attached ballot to cast the vote of your NSO on the updated Rules of Procedure and return it to the World Scout Bureau Africa Support Centre at [email protected] by 30th April 2025.
We will circulate details on the next steps in due course, upon consideration of the outcomes of the referendum.
