Dear friends,
We are pleased to announce that registration is now open for the 5th World Scout Education Congress, being held from 1 to 4 December 2026 at the Singapore Institute of Technology, following a venue update since the initial announcement. The Congress will bring together leaders from National Scout Organizations (NSOs) involved in the development and implementation of educational programmes and volunteer management, alongside academic and strategic partners from around the world.
Through interactive workshops, engaging discussions, innovative spaces, and collaborative experiences, 500 participants will learn from one another, exchange ideas, and develop solutions that better support young people and volunteers today and into the future. The programme is developed around four key topics related to the Strategy for Scouting, namely safeguarding, innovative education, youth leadership, and volunteering - all of which were also highlighted in the Roadmap for Education in Scouting. Participants will be able to follow specialised streams or create their own learning journey across multiple thematic paths through a range of engaging formats and experiences.
NSOs are encouraged to be represented by Youth Programme and Adult Volunteer leads, safeguarding and youth protection officers, youth leaders, young adults shaping educational experiences, and decision-makers responsible for educational strategies and frameworks.
Register for the Congress
To register, International Commissioners or Official NSO Contacts are requested to complete and submit the pre-registration form to share the names and contact details of participants they would like to attend the Congress. Each nominated participant will then receive a dedicated link to complete their registration.
All participants must be endorsed by the International Commissioner or official contact point of their NSO and complete the mandatory Safe from Harm online training to attend the event.
The final deadline to register is 15 October 2026.
The participation fees for the 5th World Scout Education Congress are outlined below (SGD – Singapore Dollars):

An early bird discount* is available to participants who complete both registration and payment on or before 31 July 2026. After this date, the standard fee** will apply. In addition, to encourage youth engagement in the event, participants born after 30 November 1999 are entitled to a 10% discount on the early bird and standard fees. The participation fee includes attendance at all Congress sessions and activities for one person, as well as lunch, coffee breaks, and two evening meals throughout the four-day event. It also includes the Singapore Goods and Services Tax. Please note that the fee does not include accommodation, breakfast, or transportation.
