Following the circulation of the proposed Rules of Procedure for the 43rd World Scout Conference through Circular GLB-C22-2023, Member Organizations are now invited to vote in the electronic referendum in accordance with Article XI.4 of the Constitution of WOSM. Ensuring the adoption of a Rules of Procedure will help to facilitate the institutional preparations and decision-making processes of the Conference. 

The official contacts of Member Organizations (as stated in the World Scouting Directory) are requested to cast their organisation’s ballot by emailing the completed ballot form to the World Scout Bureau at [email protected] by 23:59 UTC on 10 January 2024.

Member Organizations wishing to learn more about the proposed Rules of Procedure can visit scoutconference.org/rules-of-procedure. Through this webpage you can access the following materials: 

  • Proposed Rules of Procedures, including its annexes in English and French. Arabic and Spanish will come soon.
  • Recording of the briefing session for National Scout Organizations held on 29 October, as well as a video clip summarising the proposed changes.
  • Relevant questions and answers about the proposed rules.
