Related to Circular 24/2023 on the Referendum on the Rules of Procedure for the 43rd World Scout Conference, we would like to extend our gratitude to all Member Organizations that submitted their vote in the electronic referendum.

Following the deadline, we are pleased to announce that quorum was met, and that the Conference Rules of Procedure, as well as the new World Scout Committee nomination process, have both been approved by simple majority. For the Rules of Procedure, a total of 141 Member Organizations voted, with 138 in favour, two against and one abstaining. For the new World Scout Committee nomination process, a total of 141 Member Organizations voted, with 133 in favour, six against and two abstaining. Comments shared by Member Organizations have been noted and will be reviewed. 

The approved Rules of Procedure can be found on the Conference website at scoutconference.org/rules-of-procedure/. These Rules of Procedure will govern the processes for the 43rd World Scout Conference which will take place from 17 to 23 August in Cairo, Egypt, including compliance with important institutional deadlines.

Over the coming period, the World Scout Bureau will implement the institutional timelines which are set out in the Rules of Procedure. As the deadlines approach, further circulars will be issued with additional information and guidance, and will be published on scoutconference.org and official World Scouting communications channels.
