With “Vision 2023” coming to an end at the 43rd World Scout Conference in August 2024, and following a participatory process involving a broad range of stakeholders, the World Scout Committee has now finalised the final draft of the next Strategy for Scouting. This proposal will be shared through a Draft Resolution and a Conference Document in the coming weeks.

In line with Resolution 2021-03, we are now getting ready to draft the World Triennial Plan 2024-2027, which will be proposed to the upcoming Conference as the first plan to implement the next Strategy for Scouting.

Through our research and engagement with National Scout Organization (NSO) leadership during the Strategy development process, we have heard the need for greater alignment between World and Regional Triennial Plans to create the most impact through our Strategy for young people and volunteers worldwide.

With this in mind, the World Scout Committee has approved a new WOSM Planning Framework to develop the next World and Regional Triennial Plans, including stronger systems to monitor and evaluate the impact of these plans. The World Scout Committee has also assigned a joint team comprised of both World and Regional volunteers and staff to coordinate this work. More information about the WOSM Planning Framework will soon be communicated to Member Organizations through a Conference Document, along with the proposed Draft Resolution on the World Triennial Plan 2024-2027. 

As a first step, the new WOSM Planning Framework will engage key stakeholders, including World and Regional volunteers, as well as representatives from Member Organizations. Over the next few months, these individuals will further develop the WOSM Planning Framework and the objectives of the draft World Triennial Plan 2024-2027.

Following an online workshop scheduled in May, the draft World Triennial Plan will be shared with Member Organizations through a Conference Document by the end of June 2024. As part of the Conference pre-engagement, Member Organizations and their delegates are invited to attend an online session on 21 July 2024 to explore the proposed Triennial Plan in more detail and ask questions.
