Following the end of the 25th World Scout Jamboree in Korea and our last message to National Scout Organization (NSO) leadership, we have now moved forward with swiftly establishing a Panel of experts to conduct a thorough independent review of the planning and delivery of the event.

We are pleased to share that the World Scout Committee (WSC) has now approved the Terms of Reference and appointed six individuals with extensive event, governance, and legal experience to serve on the Panel. These individuals come from either within Scouting or outside the Scout Movement. All are external to the 25th World Scout Jamboree planning and delivery structures (Host and WOSM side).

Having a mix of internal and external perspectives to Scouting will best equip the Panel to analyse the challenges associated with the Jamboree and produce a series of learnings and recommendations to strengthen the planning, oversight, and delivery of future World Scout Events.

The Panel is expected to provide its report to the WSC in the first quarter of 2024. Following consideration by the WSC, the learnings and recommendations will be integrated into the operations with current and future Hosts of World Scout Events. A report on this work will be provided at the 2024 World Scout Conference, with an opportunity for further discussion with NSOs.

The Panel will require your support and input to capture key insights and learnings from the event. We are currently conducting an induction with the Panel and providing the members with a comprehensive overview of WOSM’s records. We are also providing the Panel with our initial internal review of the planning and delivery of the event and putting its members in contact with the Host for further discussions. We anticipate the Panel will initiate a process to gather inputs from all stakeholders in October, which will be communicated through ScoutPak and other communications channels with NSO leadership.
