The 4th World Scout Education Congress being held in Paris, France from 1-3 December 2023, will aim to support shaping the future of education in Scouting by convening key educators from National Scout Organizations (NSOs) and partners to address the pressing challenges facing young people and NSOs, and developing a roadmap to advance our common agenda for non-formal education and learning. 

To actively engage participants attending the Congress and those following the event remotely, we have developed a range of methods to allow our Movement to contribute their ideas and input into the development of the roadmap document for the future of education in Scouting as a key outcome of the event.

The roadmap will be centred around the five themes of the Congress and aims to build on the commitments outlined in the Rio Declaration on Non-Formal Education. The roadmap will also outline tangible solutions to enhance Scouting’s educational offering linked to the priorities of the next Strategy for Scouting.

We invite participants from the educational teams of NSOs who are joining the event in-person or following the event online to contribute to the roadmap through a series of Padlets which can be accessed through this link here. These Padlets will be open from 1 December until 12:00 CET on 3 December. The contributions gathered through this online tool will be be used to develop the roadmap and offer guidance for Member Organziations to make their educational offering more modern, relevant and engaging for young people and volunteers. To get ready to participate in the Congress, we invite NSO leadership to join the following online sessions:

  • 30 November at 12:00 CET: Presentation of the concept of the roadmap and how to contribute - Register now
  • 1 December at 12:30 CET: Workshop on “Dreaming big: Implementing the next Vision and Strategy for Scouting in your organisation” - Register now
  • 1 December at 13:30 CET: Workshop on “Unlocking potential: Recognising non-formal education for lifelong learning” -  Register now
  • 2 December at 12:30 CET: Workshop on “Scouting's response to global challenges: Educating for cooperation, collaboration, and solidarity” - Register now
  • 2 December at 13:30 CET: Workshop on “Global citizenship in a divided world: Scouting's role in promoting civic engagement” -  Register now

Recordings of the Congress plenary sessions will also be made available on the scoutcongress.org website throughout the event.

For additional context, we recommend reading the outcomes of the next Strategy’s for Scouting’s research phase, which informed Draft 1 of the Movement’s next Strategy for Scouting beyond Vision 2023.
