Dear friends,

Over the past days, our Movement came together for the 14th World Scout Youth Forum and 42nd World Scout Conference to reflect on the accomplishments of the 2017-2021 extended triennium, and to make key decisions that will enable us to move even closer towards achieving Vision 2023 as our Strategy for Scouting.

The Youth Forum welcomed over 700 participants representing 163 National Scout Organizations (NSOs) and the Conference convened 2,300 participants representing 170 NSOs. Both the Conference and Youth Forum made history by breaking records and ensuring wider accessibility to our institutional events.

As we conclude these events and embark on the 2021-2024 Triennium, I would like to thank the leadership and members of all NSOs, partners and special guests, as well as the incredible team of over 400 volunteers and World Scout Bureau staff for the successful planning and delivery of this historic virtual Conference and Youth Forum.

In this ScoutPak you will find four circulars with the key outcomes and decisions of the Conference, including:

Following the events, other key decisions, publications, presentations and recordings of the live plenary sessions are being made available on scoutconference.org/outcomes. You will also have already received an email to take part in an online evaluation survey for the Conference and Youth Forum. Please encourage all members of your delegation to share their feedback through the survey to help us evaluate how we delivered on the objectives we set for the events, and how we can further improve them for the 2024 edition in Egypt.

As we begin a new triennium, we look forward to working alongside the new World Scout Committee, as well as with NSO leadership and volunteers, to implement the Conference Resolutions and the objectives of the World Triennial Plan 2021-2024, which you approved during the Conference.

This is indeed an exciting moment in the Movement’s history as we enter into the third and final triennium of our nine-year strategic plan, and look to realise all of the ambitions we set forward in Vision 2023. Together as a strong, united and resilient Movement of 172 NSOs and over 57 million Scouts worldwide, we have everything it takes to create positive change and impact on the world around us, now and for the future.

Yours in Scouting,
