In March 2023, the World Scout Committee took a decision to authorise the World Scout Bureau to reopen the international tendering process to licence the World Scout Brand to all National Scout Organizations (NSO) and external vendors. The current licence agreement was awarded in 2012 through a similar tendering process to the World Scout Shops Ltd, a legal entity of The Scout Association (United Kingdom), and will expire in early 2024.
The licensing of the World Scout brand provides a unique opportunity for an NSO or external vendor to commercialise and generate income from royalty agreements, and the sale of World Scout branded products and merchandise.
As such, WOSM is actively seeking a partnership with an organisation that has experience with brand licensing and commercialisation. The preferred partner should have a proven track record of in e-commerce operations and display a strong willingness to collaborate closely with the World Scout Bureau and other NSOs within the Scout Movement. The objectives of the licensing opportunity are to:
- Manage commercial and royalty agreements with NSOs and third-party companies to licence the World Scout Brand.
- Manage the operations of the official online World Scout Shop.
- Manage the production and sale of World Scout branded products and merchandise online and during in-person Scouting events around the world.
With this circular, we are pleased to open the international tendering process to identify and select a preferred vendor to manage the licence of the World Scout Brand, including to commercialise the brand by producing products and merchandise that can be sold online and through in-person Scouting events.
More details about the scope of work and opportunity to licence the World Scout brand can be accessed in the request for proposal document on our website. The tendering process will happen in two phases, commencing with an expression of interest and then proceeding with a full proposal and go-to-market business plan.
Expressions of interest should be submitted by the deadline of 31 August 2023, and full proposals should be submitted by the deadline of 30 September 2023. Information sessions can be arranged with interested NSOs to provide more details and answer questions about the commercial opportunity.
