Dear friends,

Following the open call for volunteers which closed at the start of the 2021-2024 Triennium, we are pleased to share an update on the appointment of the 2021-2024 Operational Framework volunteers and other adjacent structures. These volunteers make up a WOSM “Purple Team” of over 400 members working together with the World Scout Committee (WSC) and World Scout Bureau (WSB) to ensure the delivery of the World Triennial Plan 2021-2024.

Over the next two years, we plan to coordinate more than 35 projects to deliver on the objectives in the triennial plan— 17 of these projects are ready to start now, and the remainder will begin later in the triennium. To facilitate the delivery and implementation of the different areas of work, 154 volunteers were appointed based on interest, diversity and expertise to support projects of the Workstreams, the WSC’s Standing Committees, the two WOSM Task Forces, and the support units of the Workstream Coordination Group for project management, volunteer support, and monitoring and evaluation.

The WOSM Purple Team would not be complete without mentioning the more than 200 WOSM Consultants who are providing support to NSOs through WOSM Services, 22 Youth Representatives who are engaged to represent the voice of Scouting externally and advocate on specific areas that impact young people, and finally our growing Languages Team members who support translation and interpretation into the five WOSM languages.

The WSC aims to strengthen gender balance in its appointments across the Operational Framework. While we witnessed a decline in the number of female applicants compared to previous trienniums, to date 38% of the volunteer appointees are female and with more appointments upcoming over the triennium, the WSC will endeavour to achieve full gender balance.

In line with the Conference Resolutions on Youth Engagement and the World Youth Involvement Policy, 34% of all volunteer appointments are below the age of 30. With more appointments upcoming over the triennium, the WSC aims to achieve that 40% of all appointments are below the age of 30.

Finally, in terms of Regional distribution, while there has been noted progress in achieving a greater Regional balance, specifically with consistent growth in appointments from the Arab Region, focus will be made to strengthen engagement from Eurasia and Africa Regions in future appointments.

Attached to this circular is the full list of volunteer appointments for the various structures of the Operational Framework. The attachment also outlines the World Scout Committee members as well as the World Scout Bureau staff supporting each area. All selected candidates were endorsed by their National Scout Organizations and have received official appointment letters from the World Organization of the Scout Movement.
